I-95 through Richmond, VA was shut down in as many as six places during rush hour on Monday, August 30, 2004 as Tropical Storm Gaston dumped 8-14 inches of rain in just a few hours.  Interstates, primary and secondary roads were in gridlock for several hours as storm waters reached up to 10 feet in locations.
